it sounds like the track that he is manipulating the RTIM probably has a mild filter on it, so the hard edges of the retriggering get softened a bit, another way is if the track has a delay effect on it carefully adjusting the filter on the delay could also help produce this sort of ‘smoothing’ and any master bus processing or fx sends could also be contributing substantially to the ‘smoothness’ as well
