Does it exist? There are rack units, sure, and I know that you could get a mod duo or a zoia to do this. You could even approximate the effect on analog gear, like for example you could do some dry/wet balancing one the AH and spread it’s band pass filters (or something similair with some A4 or even OT wizardry), BUT is there is a desktop effect processor that is designed for this?
