Can you make a virtual Soma Pulsar-23 in Cardinal ( or VCV)?

As the title says, can you make a virtual version of Soma’s Pulsar-23 using Cardinal or VCV?

I haven’t used either before.

Is this possible with the modules available?

Anyone familiar with virtual (or hardware) modulars would be able to take a look?
