Sound locks are the entire synth patch, p-locked to one step, this includes the lfo for that patch. So any LFO on the active patch would be replaced for the step.
Not sure what you mean for the second question.
It’s possible to plock the track lfo parameters to sound locks.
Possibly with Multi Map and random notes (OT’s Arp ?).
Ya what I figured. I shoulda just checked to see if the settings are already p-locked for the sound. I would be nice if parameters got a second layer so they could be offset from another source for their initial setting.
I was kinda hoping, like randomizing samples on the DT, there might be a way to SH an LFO and have it randomize between sounds in the pool. I figure it not possible. Just asked anyways.

Possible internally with Velocity Mod (without Vel plocks), or externally with Modulation Wheel, Breath Controller, Aftertouch.
