I have not listened to his recordings in years, but if I recall correctly, Phil Weeks primarily created his tracks on an MPC. However, I am unsure whether the aforementioned statement is still relevant as of today.

Great house has been made on MPCs and synths/samplers forever. Check out Ian Pooley.
Good house is usually made on cheaper gear. The MPC is the crown jewel of most setups.
