Why the overbridge (rytm&keys) 1.15 not working with my logic x 10.3.1
I use mac pro & os sierra
Until now it’s work Great on logic x 10.2.4

When OB 1.15 came out 10.2.4 was the highest version. Your in uncharted waters.
I would try rescanning the plugin from logics plugin manager, and if that doesn’t work I would uninstall OB and reinstall it. Hopefully one of those works or its back to the drawing board…
