Syncing UW-MKii with Ableton 9

Hello, I’m new to the game!
Would this work to connect the Machinedrum to Ableton?

I tried going under Global and turning CTRL Out and Tempo Out. I have ASIOForAll on Windows, as well as making sure the Midi/Sync settings were correct according to this:

I also tried using the TM-1 but it didn’t work either. Even with the EXT sync switch turned on, Ableton doesn’t read anything when I try playing patterns. Am I doing something wrong or do I need a more legitimate connection to my computer?

on a side note:

my ableton sometimes works / not works depending on the order I turn things on …

on occasion my A4 needs to be turned on before I load ableton, sometimes the other way around …
