Translating NRPN into MIDI string?

does anyone know how to work with NRPNs? like, how do i translate the NRPNs in the manual into a MIDI string?

I’m trying to do the following as 2 byte, 7bits, lo to hi, though it’s not working.

B0 63 01 B0 62 64 (this should control track 1’s level on channel 1)

any ideas?
